Policy makers at the Ministry of Hajj (MOH) delegated the process of creating an efficient and modern Umrah Visa system to the private sector. This evolution in the Umrah processes required an intensive use of Information and Communication Technology in order to connect all the stakeholders involved in the process. A Private Public Partnership was created based on the Build, Operate and Transfer investment model.Several leading ICT private firms joined forcer and created Sejel Technologies. Saudi brands such as Business Development Group, Jeraisy, Xenel Industries and GAMA among the main partners in creating Sejel The first phase, dubbed “yahajj.net”, the main purpose of phase one was primarily the creation of the infrastructure that will enable taking the Umrah to the next level. Phase two of the project was designed to connect and integrate the different government and private entities involved in facilitating the Umrah processes. A top of the line data centre was created to house and facilitate this complex task.
Sejel commitment goes way beyond just a Data Center to transform the MOH from a typical government agency to a progressive modern electronic-based environment. An example, upgrading the MOH network infrastructure and link it to the Data Center within a fully integrated WAN The Data Center has succeeded in creating an integrated and seamless process by which visas are issued without the need for applicants to go through multiple government organizations. Applications are initially received from Mutamers around the globe through the travel agents, then transferred electronically to the Umrah Operator (UO), aggregated by the Umrah Application Service Provider (UASP) and transmitted to the Data Center for verification and processing. The Data Center, in turn, distributes the application through the prescribed workflow process to the MOH for records, MOI for clearances, the Bank for Payment, and the MOFA to issue the visa and send it to the Saudi Embassy in the country of the Mutamer. The Data Center successfully handled continuously incising number of applications and transactions every year.
